The Lagos State Government has introduced the Bus Industry Transition Programme (BITP), a flagship public transport reform initiative being implemented by the Lagos Metropolitan Area Transport Authority (LAMATA) in partnership with the National Union of Road Transport Workers (NURTW) and the Road Transport Employers Association of Nigeria (RTEAN).
The programme is designed to transform Lagos’ largely informal bus transport sector dominated by danfo buses into a modern, regulated, technology-driven and financially sustainable public transport system. Rather than displacing existing operators, BITP seeks to integrate danfo owners and drivers into a formal transport industry through structured Bus Operating Companies (BOCs) and cooperatives.
Why BITP was introduced
For decades, Lagos’ public transport system has relied heavily on privately owned minibuses (“danfo”), korope buses, and other informal operators. While these buses move millions of commuters daily, the system has faced persistent challenges, including poor safety standards, irregular schedules, traffic congestion caused by an excessive number of buses, cash-based fare collection, weak regulation, and a lack of insurance and social protection for transport workers.
The BITP is meant to formalise the informal bus industry by bringing operators into a professionally managed Bus Operating Companies (BOCs) or cooperatives creating registered businesses, regulated operations, accountable management and professional employment.
The initiative also aims to improve passenger experience by providing reliable bus schedules, safer buses, cleaner vehicles, predictable fares and better customer service.
Perhaps the biggest win with the system is the fact passengers should eventually be able to transfer between transport modes using a unified ticketing system as the programme links buses with BRT services, Blue Line Rail, Red Line Rail, the future Green Line, ferries and intermodal terminals.
Digital Fare Collection to be Introduced
BITP promotes cashless payments using the Cowry Card and other digital payment systems to reduce, cash leakages, improve revenue collection, help with passenger travel data as well as promote easier fare integration
The programme also introduces newer buses, fleet maintenance standards, regular inspections, GPS tracking for buses as well as improving working conditions for drivers who would become formal employees or members of structured operating companies.
Transition Process
Instead of replacing existing operators overnight, BITP follows a transition process. Existing operators are encouraged to join cooperatives, form companies, become shareholders in Bus Operating Companies, receive training and operate under service contracts.
BITP is initially being rolled out along Quality Bus Corridors (QBCs) referring to important transport routes where government intends to introduce modern buses, dedicated operating standards, improved bus stops, integrated ticketing and route regulation.
Under the proposal, the government regulates the service while private operators continue running buses under agreed standards with many corridors acting as feeder routes to Lagos’ rail and BRT systems.
Technology-driven operations
BITP relies heavily on digital transport management systems, including GPS fleet monitoring, automated fare collection, Cowry Card integration, passenger information systems, transport data analytics and scheduling software. These technologies are expected to improve service reliability, enhance operational oversight and support data-driven transport planning.
To ease the financial burden on operators, the programme will not require every driver to purchase a new bus outright. Instead, financing will be facilitated through cooperative ownership structures, fleet financing arrangements, leasing models, bank financing, private investment and government support.
If successfully implemented, the Bus Industry Transition Programme is expected to fundamentally reshape public transportation in Lagos by creating a safer, more organised, efficient and technology-driven transport system capable of meeting the mobility needs of one of Africa’s fastest-growing cities.
