The management of Dangote petroleum refinery has floated plans to block marketers still importing petrol from purchasing the refinery’s products over fears mixing the products with imported crude could water down its quality.
The refinery is reportedly concerned that consumers may be unable to distinguish between petrol produced by Dangote and products that have subsequently been mixed with imported fuel of uncertain quality.
According to industry sources, the practice could expose Dangote’s brand to reputational risks if the resulting blended product fails to meet the quality standards associated with its locally refined petrol. Dangote has also raised questions about Nigeria’s capacity to independently test and certify imported petroleum products.
Sources familiar with the refinery’s position said concerns exist over the availability of adequate laboratory and quality-control infrastructure to verify the specifications of some imported petrol. The issue is particularly significant as more locally refined petrol becomes available and Dangote seeks to establish its products as a reliable alternative to imported fuel.
The refinery has become a major contributor to Nigeria’s growing refined petroleum product exports. The U.S. Energy Information Administration reported that Nigeria’s seaborne petroleum-product shipments averaged about 561,000 barrels per day in the second quarter of 2026, compared with an annual average of about 79,000 barrels per day in 2023.
If implemented, the proposed restriction could put pressure on major petroleum marketers to reconsider their reliance on imported PMS as marketers that want to continue sourcing petrol from Dangote may have to reassess their import programmes, potentially accelerating the shift towards locally refined products.
