About the Role

Reporting to the Director, Procurement Division, the Procurement Specialist will provide technical and strategic guidance across country and project procurement processes. You will oversee junior team members and help governments strengthen their procurement systems while ensuring that ADB-financed projects deliver value for money.

Key Responsibilities

  • Conduct country and project-level procurement risk assessments and prepare risk-mitigation plans.

  • Support governments in developing procurement strategies for investment projects.

  • Review and advise on procurement activities to ensure compliance with ADB’s procedures.

  • Provide guidance on contract management—including contracts based on FIDIC standards.

  • Lead procurement design and implementation during loan processing and project evaluation.

  • Support the digital transformation of ADB and member government e-procurement systems.

  • Deliver training sessions and knowledge-sharing programs on procurement best practices.

  • Supervise junior staff, providing mentorship and performance oversight.

Qualifications

  • Education: Bachelor’s degree (minimum) in Business Administration, Economics, Engineering, Law, Public Policy, or related fields. A postgraduate degree is preferred.

  • Experience: Minimum of six (6) years in procurement or project management. Experience across multiple sectors—such as energy, transport, health, water, or education—is an asset.

  • Skills: Strong written and verbal communication in English; understanding of multilateral development bank (MDB) procurement policies; demonstrated ability to lead projects and knowledge sessions.

  • International exposure across several countries is highly desirable.

Contract Type

This is a fixed-term appointment for three (3) years, with the possibility of a one-time extension of up to two (2) years, conversion to a regular appointment, or conclusion upon expiration—depending on performance and ADB’s operational needs.
