The House of Representatives Ad Hoc Committee investigating the alleged operations of the disputed Presidential Foreign Investment Promotion Council has declared the appointment letter presented by the council’s self-acclaimed Director-General, Adeniyi Adeyemi, as fake.
The committee’s Chairman, Yusuf Gagdi, disclosed this on Wednesday during the continuation of the investigative hearing in Abuja.
According to Gagdi, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, who appeared before the panel for the second time, also confirmed that the documents presented by Adeyemi were not authentic.
“It was established that the so-called letter of appointment was fake, confirmed by different agencies, and the Act presented to the Head of Service was equally fake, forged by the DG; it was established,” Gagdi said.
The committee had on Monday described the establishment and operation of the purported council as a serious breach and directed the Inspector-General of Police to produce Adeyemi within 48 hours.
Fake Agency Scandal
The scandal involves the purported Presidential Foreign Intervention Promotion Council (PFIPC), a completely fictitious entity that successfully secured a ₦1.3 billion allocation under Budget Code 0111062001 in Nigeria’s 2026 national budget.
The operation was allegedly orchestrated by Adeniyi Adeyemi, who forged official appointment letters and established a fully functional office within the Federal Secretariat in Abuja. Posing as a legitimate government body, the council operated for months, hosting foreign diplomats and senior government officials while completely bypassing standard bureaucratic checks.
Adeyemi accused the chief of staff to the president Femi Gbajabiamila of allegedly receiving a N400m bribe to facilitate his appointment.
