The Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first holistic review of the scheme since its establishment 53 years ago.

The announcement was made by the Minister of Youth Development, who described the reforms as a significant step toward modernising the NYSC and repositioning it to better serve Nigeria’s youth while supporting the country’s long-term economic ambitions.

According to the minister, the reforms are designed to transform the NYSC from a national service programme into a skills-driven, productivity-focused institution that equips young Nigerians with practical competencies, career opportunities and leadership experience.

The reform package aligns with President Bola Ahmed Tinubu’s vision of building a $1 trillion economy by developing a more skilled and competitive workforce.

Key Reforms

Among the key reforms approved by the Council are the introduction of a technology-driven call-up process to improve efficiency, a risk-sensitive deployment system aimed at enhancing the safety of corps members, and a redesigned six-week orientation programme with a stronger emphasis on leadership development, entrepreneurship, digital skills and specialised career pathways.

The government also approved skills-based primary assignments that will better align corps members’ postings with their academic qualifications and career aspirations.

In addition, the NYSC’s governance structure will be modernised through the introduction of civilian operational leadership, while the military will continue to provide security support for the scheme.

To improve the quality of facilities nationwide, the reforms include a national grading and certification system for orientation camps. The traditional Passing Out Parade will also be replaced with a formal graduation ceremony, alongside the introduction of a redesigned NYSC uniform intended to reflect professionalism and national pride.

The minister said the reform process began in 2025 following extensive consultations involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.

Following FEC’s approval, the Council directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to begin the process of amending the NYSC Act and its accompanying regulations to provide the legal framework required for implementing the reforms.

The government described the overhaul as more than an institutional reform, saying it represents a strategic investment in Nigeria’s youth and aims to ensure the NYSC remains relevant in a rapidly changing economy and labour market.
