The Lagos State Government has officially transitioned to a fully automated building approval process with the rollout of the Electronic Physical Planning Process System (EPPPS), marking a major shift in urban development administration across the state.
The announcement was made by Olajide Abiodun, Special Adviser to the Governor on E-GIS and Urban Development, who described the platform as a transformative tool designed to streamline planning permit applications and eliminate inefficiencies tied to manual processing.
According to the government, the EPPPS is a web-based solution that digitises all aspects of physical planning approvals, including construction permits and related regulatory processes. The system officially took effect on April 1, 2026, ending the use of analogue and semi-digital application methods.

Abiodun noted that the platform is intended to enhance transparency, reduce delays, and minimise human interference in the approval workflow. By centralising applications online, the government aims to create a more reliable and accountable system for developers and property owners.
Authorities have also issued a strict warning that any attempt to bypass the EPPPS platform will be deemed illegal. All processes, including Authorisation to Commence Construction Works and Stage Certifications, must now be completed digitally through the system.
Enforcement Task Force Set up
To ensure compliance, a dedicated task force has been deployed across the state, while personnel have undergone extensive training. Infrastructure upgrades, including improved computer systems and internet connectivity, have also been implemented in district offices to support the transition.
In addition, the government introduced the Certified Accreditors Programme (CAP), a public-private partnership initiative that engages accredited professionals to oversee building projects and enforce compliance with standards. Officials say this initiative is expected to significantly reduce incidents of building collapse and improve project delivery timelines.
The move is part of a broader digital transformation strategy that includes the ongoing digitisation of land administration through e-GIS platforms. These systems are expected to enhance access to land services, improve record security, and accelerate processes such as the issuance of Certificates of Occupancy and mortgage approvals.
