The bank announced Okoye’s appointment on Wednesday, describing his leadership experience as an important asset as it enters what it called a new phase of growth, innovation and customer-focused banking.

Okoye joins VFD Microfinance Bank after a career spanning more than 20 years at Standard Chartered Bank, where he held senior roles across corporate and investment banking, financial markets, governance, risk management and operations.

Standard Chartered Bank Experience

In his most recent role at Standard Chartered, he served as Chief Operating Officer for Corporate and Investment Banking Coverage in Central Africa from September 2020 to December 2025. One of his notable assignments was his role in the business combination and transition of Standard Chartered Bank Cameroon’s franchise to Access Bank Cameroon. He also led initiatives covering governance, compliance, financial crime controls, client onboarding and portfolio risk management.

Before that, Okoye was Head of Process, Risk & Governance for Standard Chartered’s Global Banking business between 2016 and December 2020. In that role, he provided executive oversight for governance, operational risk, regulatory compliance and business continuity across the franchise.

He also played a key role in managing the bank’s operations during Nigeria’s foreign exchange liquidity crisis, overseeing governance, control and portfolio risk initiatives while helping preserve asset quality.

Earlier in his Standard Chartered career, Okoye served as Head of Client Coverage Specialist for Origination & Client Coverage, Risk Manager and Strategist in Financial Markets, and Senior Credit Analyst and Business Operational Risk Manager.

Other Roles

His career also includes experience at KPMG and Arthur Andersen, where he worked in assurance, business advisory, financial analysis, due diligence, process improvement and business risk analysis.
