The International Organization for Migration (IOM) is recruiting for the position of Head of Programme Coordination and Innovation Unit (P) in Nigeria.
The successful candidate will work under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Deputy Chief of Mission (DCoM), coordinating with Programme Managers, the Senior Resource Management Officer, Heads of Sub-Offices, IOM West and Central Africa Regional Office (RO) and IOM Headquarters (HQ).The position will oversee the management and coordination of the Programme Coordination and Innovation Unit, with responsibilities spanning programme and project conceptualisation, proposal development, monitoring and evaluation, strategic planning, donor engagement and resource mobilisation.
Key Responsibilities
The Head of Programme Coordination and Innovation Unit will:
- Manage and supervise staff of the Mission Support and Innovation Unit, ensuring effective and timely performance of development, implementation and reporting tasks for IOM Nigeria’s programmes and projects.
- Assess potential project and funding opportunities and prepare project proposals and concept notes.
- Review and improve project reports, fact sheets and other documents in coordination with relevant Programme/Project Managers and programme units.
- Support the coordination and evaluation of IOM Nigeria’s programme and project activities to ensure timely implementation, quality reporting and appropriate corrective measures.
- Liaise with donors, project partners, other IOM Country Offices, the Regional Office and Headquarters to facilitate coordinated project implementation and synergies.
- Provide advice on mainstreaming relevant African Union, ECOWAS, West African Community, Intergovernmental Authority on Development and Common Market for West Africa policies and frameworks into internal frameworks, policies and national-level programming.
- Monitor migration issues, policies and emerging trends and recommend actions to the Deputy Chief of Mission.
- Identify priorities, challenges and issues within the country office and propose corrective actions.
- Provide guidance to Programme/Project Managers and project staff on implementation, monitoring and evaluation and quality assurance.
- Participate in relevant UN and inter-agency meetings and mechanisms.
- Support engagement with national counterparts on cooperation, external relations and liaison activities.
- Provide evidence-based information on project development and fundraising efforts through assessment surveys, analyses, studies and systematic publication.
- Develop and disseminate communications and visibility materials, including quarterly reports, newsletters and flash reports.
- Facilitate knowledge generation and use to improve policy engagement, project development and management in Nigeria and the West and Central Africa region.
- Perform such other duties as may be assigned.
Qualifications and Experience
Applicants must have either:
- A Master’s degree in Political or Social Science, International Relations, Law, or a related field from an accredited academic institution, with five years of relevant professional experience; or
- A University degree in the above fields with seven years of relevant professional experience.
Accredited universities are those listed in the UNESCO World Higher Education Database.
Required Experience
Candidates should have:
- Experience in international migration, management and evaluation.
- Work experience in migration issues, including operational and field experience, IOM Project Development, Management, Implementation and Monitoring systems.
- Experience dealing with donors on project implementation and reporting.
- Experience and excellent understanding of migration themes in West Africa and extensive knowledge of arid and semi-arid regions.
- Experience liaising with governmental authorities, national and international institutions and Non-Governmental Organizations.
Skills
The position requires:
- Knowledge of project monitoring and evaluation.
- Demonstrated expertise in thematic areas relevant to project liaison, reporting and monitoring.
- Knowledge and experience of regional issues is an advantage.
Language Requirements
Fluency in English, both oral and written, is required.
Working knowledge of another official UN language — Arabic, Chinese, French, Russian or Spanish — is an advantage.
Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
