Role Overview

The Government Affairs Senior Officer is a senior-level strategic professional responsible for shaping and advancing Citi’s public policy engagement in West Africa. This role requires deep political intelligence, regulatory awareness, and cross-border stakeholder management capability.

You will serve as a trusted advisor to senior management, analyze evolving policy developments, and design advocacy strategies that safeguard Citi’s reputation and business interests in the region.

Key Responsibilities

1. Policy Advisory & Government Engagement

  • Provide advisory services to regional and international government affairs representatives.

  • Evaluate moderately complex public policy issues and communicate Citi’s positions in public forums.

  • Identify government decisions and legislative actions that could materially impact Citi’s operations.

2. Political Risk & Regulatory Analysis

  • Conduct political risk assessments across Nigeria and Ivory Coast.

  • Analyze the impact of policy developments on multiple Citi business lines.

  • Develop advocacy strategies aligned with Citi’s global regulatory priorities.

3. Executive Support & Strategic Communications

  • Draft high-level talking points and briefing materials for senior executives.

  • Review and revise weekly government affairs reports for senior leadership.

  • Attend high-level meetings with government officials, embassies, regulators, and diplomatic stakeholders.

4. Stakeholder Relationship Management

  • Build and manage relationships with policymakers and regulatory authorities.

  • Partner with internal stakeholders to raise awareness of regulatory developments affecting Citi and its clients.

  • Ensure transparency, compliance, and reputational safeguards in all government interactions.

5. Risk Governance & Compliance

  • Appropriately assess reputational and regulatory risk.

  • Ensure strict adherence to Citi’s internal policies and applicable laws.

  • Escalate and manage control issues with transparency and integrity.

Qualifications & Experience

  • Minimum 10 years as a full-time government relations expert or prior senior government experience.

  • Minimum 15 years post-graduation work experience.

  • Demonstrated experience engaging African policymakers and regulators.

  • Strong project management and issue management capabilities.

  • Proven experience managing complex regulatory and advocacy environments.

  • Experience across West Africa preferred.

Education

  • Bachelor’s degree required.

  • Master’s degree preferred (Public Policy, International Relations, Law, Economics, Political Science or related field).

Language Requirements

  • Fluent English (required)

  • French proficiency (required – essential for Francophone engagement)
