Ukraine President Volodymyr Zelensky has said the country received no advance warning from its Western allies before Russia launched a ballistic missile attack on Kyiv, raising concerns about early-warning intelligence as the US pressures Kyiv to halt attacks on Russian oil refineries.
Russia launched ballistic missiles and drones at Ukrainian transport and logistics infrastructure overnight, despite US President Donald Trump’s announcement of an “energy ceasefire” on Sunday. Five missiles struck civilian infrastructure in Kyiv, Zelensky said.
The overnight assault marked the first time since Trump’s announcement that Russia had not reported strikes on Ukrainian energy targets, although Moscow continued attacking other infrastructure. Russia struck six Ukrainian energy sites on Monday.

This comes after reports that US officials threatened to suspend intelligence sharing and weapons sales to Ukraine unless it stopped attacking Russian refineries.
Zelensky said Ukraine had refrained from targeting Russian refineries since Trump announced the ceasefire. However, he expressed concern over the absence of the usual warning about Russian ballistic missile launches before the attack on Kyiv.
“Intelligence on Russian ballistic missile launches helps save lives,” Zelensky wrote on X, describing it as one of the most critical issues.
Air raid alerts in Kyiv sounded on Monday night only after several explosions had already been heard across the city although the Ukrainian president did not directly link the missing warning to Washington’s reported threats to withdraw intelligence support.
Foreign Minister Andrii Sybiha sought to ease concerns, saying Ukraine was still receiving US military intelligence. Speaking at the Warsaw Security Forum, he attributed the delay to the specific characteristics of the weapons Russia had deployed. Ukraine’s air force also said it had not received surveillance warnings before Russia fired ballistic missiles at Kyiv late on Monday and was investigating the incident.
