Remote Consultancy Opportunity: WHO (6-Month Contract) – High Paying role.
The WHO Health Emergencies (WHE) Programme plays a critical role in helping member states detect, assess, and respond to public health threats, especially in complex emergencies. The Early Warning, Alert and Response Network (EWARN) is a vital tool for this work, ensuring the timely detection and response to disease outbreaks.
What the job entails
As an EWARN Consultant, you will provide technical expertise to the Health Emergency Information and Risk Assessment (HIM) Unit. Your work will directly contribute to making EWARN systems more standardized, well-documented, and interoperable across the Eastern Mediterranean Region. You will be instrumental in preparing technical packages, developing documentation, and delivering training to national and regional focal points, ensuring they have the capacity to effectively use and sustain the system.
The WHO Health Emergencies Programme works with governments to manage public health risks. In the Eastern Mediterranean Region (EMR), EWARN has been deployed in several countries to monitor outbreaks, support rapid responses, and guide public health interventions. The increasing complexity of health threats, including those linked to climate change, necessitates a standardized and robust regional approach to surveillance. This consultancy is designed to address this need by creating a streamlined and interoperable EWARN system that can be deployed quickly and effectively.
This is a full-time, on-site External Consultant role based in Cairo, Egypt, with an expected contract duration of six months. You will be working directly within the WHO Regional Office.
Key Responsibilities
As the EWARN Consultant, you will be responsible for several key deliverables, organized into four main outputs:
Output 1: Preparation of the EWARN package: You will configure a standardized package of tools, indicators, forms, and workflows for EWARN. This includes developing metadata and templates and pilot-testing the package in a controlled environment.
Output 2: Documentation of the EWARN package: You will create comprehensive documentation, including a technical guide for deployment, user manuals, quick reference materials, and detailed documentation of surveillance workflows and data processes.
Output 3: Capacity building and training– You will design and facilitate training modules for EWARN focal points in selected EMR countries, providing both online and in-person sessions. You will also develop supporting materials like FAQs and troubleshooting guides.
Output 4: Interoperability and Climate–Health Integration– You will develop a prototype demonstrating interoperability between EWARN and other components of Integrated Disease Surveillance and Response (IDSR). Additionally, you will create a regional demo integrating climate and weather data with EWARN data, and prepare a technical proposal for linking EWARN with the Climate and Health Analytical Platform (CHAP) for epidemic risk modeling.
Qualifications
To be considered for this role, you must meet a specific set of educational, experience, and skill requirements.
Education & Certifications
Essential: A minimum of a first university degree in computer science, programming, or information technology is required. An advanced university degree in these fields is preferred and may influence the salary range.
Desirable: A postgraduate certificate in Health Information Management Systems is a plus.
Experience
Essential: You must have 5 to 10 years of experience in the design, implementation, and management of DHIS2 applications. Previous experience in implementing and managing National Health Information Systems (NHIS) is also required.
Desirable: Experience working with UN organizations would be beneficial.
Skills
Essential: You must have excellent knowledge of health information management systems (HMIS) and technologies, particularly as they apply to public health. You should have demonstrated experience in designing and implementing EWARN/DHIS2 applications, strong analytical and organizational skills, and a proven ability to write clearly and concisely in English.
Language Requirements
Expert knowledge of English is essential. Intermediate knowledge of Arabic or French is desirable.
Additional Information
Contract: This is an External Consultant role for a period of six months.
Location: The position is based on-site at the WHO Regional Office in Cairo, Egypt.
Travel: Travel is expected, up to 30% of the time. All travel arrangements will be made and paid for by WHO.
