Nigeria Set for Fully Paperless Civil Service by December 2025 – Full Details

The Federal Ministry of Humanitarian Affairs and Poverty Reduction has officially gone live on the 1Government Cloud Enterprise Content Management System (1Gov ECMS).

The Federal Ministry of Humanitarian Affairs and Poverty Reduction has officially gone live on the 1Government Cloud Enterprise Content Management System (1Gov ECMS).

The platform was formally flagged off at the ministry’s headquarters in Abuja in a ceremony attended by top government officials, marking the latest milestone in President Bola Ahmed Tinubu’s Renewed Hope Agenda and the Nigeria First Policy’s focus on digital transformation.

Speaking at the event, the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard Doro, described the activation of the 1Gov ECMS as a practical demonstration of the administration’s commitment to efficiency, transparency, and modern governance.

“This is more than just adopting new technology; it is about transforming how we serve Nigerians, especially the most vulnerable. Going paperless will eliminate delays, reduce costs, and ensure our interventions reach those who need them faster and more transparently,” Dr. Doro said.

The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, hailed the development as a “game-changer” for public administration in Nigeria.

She revealed that 19 federal ministries are now fully operational on the platform and issued a strong advisory:

“Effective immediately, these 19 ministries will no longer accept physical paper correspondence. All official communication must be submitted through the 1Gov ECMS platform,” she announced.

Mrs. Walson-Jack urged remaining Ministries, Departments and Agencies (MDAs) to expedite their migration, stressing that the December 31, 2025 deadline for a completely paperless civil service is non-negotiable.

The Managing Director/CEO of Galaxy Backbone Limited, Prof. Ibrahim Adeyanju, explained that the 1Government Cloud is a secure, wholly Nigerian-owned digital infrastructure that keeps sensitive government data within the country’s borders, in full compliance with national data sovereignty laws.

“This platform guarantees workflow automation, real-time collaboration, iron-clad security, and massive cost savings for government,” Prof. Adeyanju stated.

Key benefits of the 1Gov ECMS include:

– Elimination of physical file movement

– Instant tracking and approval of documents

– Significant reduction in paper, printing, and logistics costs

– Enhanced data security and audit trails

– Faster service delivery to citizens

With the Ministry of Humanitarian Affairs – a critical ministry that oversees social intervention programs touching millions of Nigerians – now fully digital, pressure is mounting on other MDAs to meet the fast-approaching deadline.

The Federal Government has described the full transition to a paperless civil service as one of the low-hanging fruits of its ongoing public sector reform, projecting billions of naira in annual savings once completed.
