New Zealand Shuts Down Entrepreneur Visa, Launches New Business Investor Visa

New Zealand is closing the Entrepreneur Work Visa and introducing a new Business Investor Visa to attract experienced investors to bolster the country’s economy.

The changes, announced by Immigration New Zealand, signal a shift toward prioritizing investment in existing businesses over new startups.

Entrepreneur Work Visa Closes

The Entrepreneur Work Visa, designed for individuals looking to establish new businesses in New Zealand, is now closed to new applicants. Immigration officials cited disappointing results, with low application numbers and high decline rates, as the reason for the closure.

For those who already applied, applications will be processed under the old rules, but withdrawn applications will not receive refunds for fees or levies. Current visa holders can still apply for the Entrepreneur Resident Visa or seek a renewal to extend their stay while working toward residency.

Introducing the Business Investor Visa

Set to launch in November 2025, the Business Investor Visa targets experienced businesspeople ready to invest significant capital in existing New Zealand companies. The visa offers two pathways:

  • Invest NZD $1 million: Grants a three-year work-to-residence pathway.

  • Invest NZD $2 million: Provides a 12-month fast-track to residency.

Applicants can either purchase an existing business outright or acquire at least a 25% stake, provided the investment meets the minimum threshold. Both options pave the way to the Business Investor Resident Visa, offering permanent residency upon meeting all requirements.

How It Differs from the Entrepreneur Visa

Unlike the Entrepreneur Work Visa, which focused on starting new businesses, the Business Investor Visa emphasizes growing established companies. Immigration Minister Erica Stanford highlighted the new visa’s “simpler and clearer rules, faster processing, and stronger link to job creation and economic growth.” The government aims to attract investors who can “hit the ground running” and drive economic benefits.

Alignment with Other Investor Visas

The Business Investor Visa will complement the Active Investor Plus Visa, refreshed in April 2025, which targets high-value investors with substantial capital. Additionally, a new visa for startup founders with innovative ideas is in development, though details remain forthcoming.
