African Collaborations Group (ACG) has opened applications for a Founding Chief Executive Officer (CEO) to lead the origination, structuring, and financing of a first-of-its-kind, continent-scale sport and entertainment infrastructure platform in Africa.

Backed by an exclusive mandate from a major African government, the role is fundamentally a project finance and PPP leadership mandate: taking a flagship sport and entertainment district from early concept and feasibility through bankability, SPV structuring, and financial close, in close coordination with sovereign authorities, development finance institutions (DFIs), and private capital providers.

This is a rare opportunity for a senior infrastructure finance executive to operate at the intersection of capital formation, urban regeneration, sport-led economic development, and long-term impact.

ACG is a strategic project origination and collaboration platform focused on the industrialisation of sport in Africa through bankable sport and entertainment infrastructure ecosystems. The model is explicitly structured to meet DFI, sovereign, and institutional investor requirements.

Role Purpose

The Founding CEO will lead the Victory District™ proof-of-concept from mandate-driven mobilisation and feasibility through to bankability and financial close, while simultaneously establishing ACG as a scalable, repeatable sport infrastructure origination and financing platform across Africa.

A central responsibility of the role is to architect, secure, and institutionalise ACG’s commercial model and income architecture, ensuring it is contractually documented, defensible, and fully embedded within the feasibility, PPP, and transaction pathway—rather than treated as an afterthought during structuring.

Role Summary

The Founding CEO will be responsible for:

Leading execution of the first Victory District™ project from feasibility through bankability, PPP structuring, SPV formation, and financial close, and overseeing the transition into delivery.

Managing senior-level relationships with governments, DFIs, and institutional investors, maintaining credibility, trust, and momentum.

Coordinating a high-calibre international consortium of financial, legal, technical, and design advisers under a disciplined governance and reporting cadence.

Designing and securing ACG’s revenue and commercial participation architecture, ensuring it is reflected in feasibility assumptions, SPV budgets, and transaction documentation.

Driving commercial structuring, risk allocation, and multi-stakeholder alignment across public and private actors.

Building ACG into Africa’s leading sport infrastructure origination and finance platform, with a scalable pipeline and repeatable playbook.

This role is suited to a senior infrastructure or project finance executive with deep experience across PPPs, DFIs, sovereign advisory, and complex capital formation.

Key Responsibilities

Strategic & Transaction Leadership

Lead the full development cycle: concept → feasibility → bankability/PPP → SPV → financial close.

Define ACG’s long-term strategy, platform positioning, and expansion pipeline across African markets.

Establish and manage a disciplined operating cadence, including workplans, steering committees, risk logs, and decision frameworks.

Government & Institutional Engagement

Represent ACG with Ministers, Heads of State, DFIs, and international institutions.

Lead negotiations on MoUs, concession and PPP frameworks, and SPV governance structures.

Maintain a credible institutional interface, ensuring engagement is controlled, consistent, and confidential.

Consortium & Advisory Management

Coordinate global partners across finance, law, design, engineering, and transaction advisory.

Ensure feasibility and transaction outputs meet DFI, IC, and audit standards, including transparency, due diligence readiness, and governance robustness.

Maintain ACG’s authority within consortium governance structures.

Commercial & Financial Structuring

Design and implement ACG’s commercial and revenue architecture for the flagship project.

Ensure ACG’s entitlements are fully embedded in feasibility models, SPV budgets, and transaction documentation.

Support investor engagement, capital formation strategy, and readiness for financial close.

Required Profile

An ideal candidate will bring:

15+ years’ experience in infrastructure finance, PPP development, project origination, DFI engagement, or sovereign advisory.

Proven leadership of complex, multi-stakeholder infrastructure programmes in Africa or other emerging markets.

Strong credibility with governments, DFIs, institutional investors, and global advisory or engineering firms.

Gravitas to operate at ministerial, institutional, and board levels, with strong negotiation capability.

Demonstrated ability to translate political ambition into bankable, financeable structures.

A genuine commitment to youth development, impact, and Africa’s long-term transformation.

Experience in stadiums, urban regeneration, or large-scale mixed-use real estate is advantageous but not essential.
