The Canadian government is set to introduce a new pathway for international doctors to gain permanent residence, aiming to alleviate pressing shortages in the country’s healthcare workforce.

Immigration, Refugees and Citizenship Canada (IRCC) announced on Tuesday that a dedicated express entry category will open for foreign-trained physicians who have at least one year of Canadian work experience in an eligible occupation over the past three years.

Invitations to apply are expected to begin in early 2026.

“By attracting top global talent, we are strengthening both the economy and our healthcare system,” she said, adding that the program will ensure Canadians have access to the care they need.

The federal government plans to reserve 5,000 spots for provinces and territories to nominate licensed doctors with confirmed job offers.

Selected candidates will benefit from expedited work permit processing, allowing them to continue practicing while their permanent residence applications are finalized.

Parliamentary Secretary to the Minister of Health, Maggie Chi, emphasized the importance of expanding the pool of qualified physicians.

“Increasing the number of skilled doctors ensures timely, high-quality care across the country.

By collaborating with provinces and territories, we are addressing workforce gaps and strengthening the healthcare system,” she stated.

The initiative has received support from the Canadian Medical Association. Its President, Dr. Margot Burnell, noted that the new pathway would help close staffing gaps and enrich patient care through the inclusion of diverse perspectives and experiences.

This move forms part of Canada’s broader International Talent Attraction Strategy, designed to fill critical labour shortages, support key sectors, and maintain long-term sustainability in the immigration system.
