The Lagos State Traffic Management Authority (LASTMA) has clarified its position regarding the enforcement of traffic rules and the issuance of fines. Speaking at a recent media briefing, a representative of LASTMA emphasized that the agency does not impose fines on motorists for traffic violations but instead relies on its technology-driven approach to address non-compliance.
This clarification follows public discussions surrounding the effectiveness of the Traffic Management Solution (TMS) devices deployed by LASTMA. According to recent data, these devices captured over 20,000 vehicles violating traffic rules in 2024 alone. The TMS devices, designed to monitor and document violations, aim to enhance road safety and reduce traffic gridlocks in Lagos State.
Focus on Technology and Compliance
LASTMA’s spokesperson explained that the agency uses the TMS devices to document violations and issue notifications to erring motorists. However, the fines and penalties associated with traffic infractions are handled by the appropriate judicial channels. “We do not directly impose fines. Our mandate is to ensure compliance and order on Lagos roads. The TMS devices are tools to encourage responsible driving behavior by creating accountability,” the spokesperson said.
The TMS technology captures high-resolution images and videos of traffic violations, such as running red lights, illegal U-turns, and obstructing traffic. These recordings serve as evidence for traffic courts to adjudicate cases and determine penalties. LASTMA maintains that its role is to provide the evidence and not to act as judge or jury.
Public Awareness Campaigns To Reduce Traffic Violations
To complement the TMS initiative, LASTMA has embarked on public awareness campaigns to educate motorists about the importance of adhering to traffic laws. The agency believes that fostering a culture of voluntary compliance will significantly reduce the number of violations and, in turn, ease congestion in the state.
Motorists are encouraged to regularly check the status of their vehicles on the Lagos State government’s traffic violation portal. The portal enables drivers to verify if they have any pending violations recorded by the TMS system and provides steps for addressing them.

The introduction of TMS devices is part of a broader strategy by LASTMA to modernize traffic management and make Lagos roads safer for all users. The agency remains committed to using technology and public engagement to achieve these goals.

The agency has urged road users to adhere strictly to traffic regulations and report any grievances or irregularities through the appropriate channels.
