The Lagos State Government has issued a final warning to estate developers operating without approved layout plans, threatening heavy fines and possible demolition for continued non-compliance.
The directive was announced by the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, in a statement posted on the state government’s official X account on Wednesday.
According to the statement, the warning follows the expiration of the grace period earlier granted to flagged estates to regularise their planning documents. Despite previous notices, several estates are still operating in violation of planning regulations, prompting the government to issue a final one-week deadline.
“The Lagos State Government has issued a final warning to estate developments operating in the state without approved layout plans,” the statement read in part.
It further stated that the one-week ultimatum marks the last opportunity for erring developers to submit their layout plans and obtain the necessary approvals. After the deadline, sanctions ranging from heavy fines to demolition will be applied based on the severity of each infraction.
In August 2025, the state government identified 176 estate developments in Eti-Osa, Ajah, Ibeju-Lekki and surrounding areas as illegal for operating without mandatory layout approvals. Developers were then given a 21-day window to begin regularising their documents. Those who failed to comply are the focus of this latest enforcement effort.
Proper layout approvals, the government stressed, are essential to ensure estates are developed according to planning standards, protect buyers from financial risks, and prevent land-use disputes.
