Lagos Introduces ₦20,000 Amnesty for Replacement of Damaged Vehicle Number Plates

The Lagos State Government has announced a temporary amnesty programme allowing motorists to replace damaged, defaced, or faded vehicle number plates at a discounted rate of ₦20,000, as authorities move to tighten enforcement of traffic identification rules across the state.
The initiative, rolled out by the Motor Vehicle Administration Agency (MVAA), runs from January 1 to March 31, 2026, and is aimed at improving vehicle identification, road safety, and law-enforcement efficiency in Africa’s largest city.
According to the MVAA, driving with a damaged or defaced license plate—or without a number plate entirely—remains illegal under Sections 15 and 16 of the Lagos State Transport Reform Law of 2018.
The agency warned that motorists found in violation after the amnesty window closes risk enforcement action, including fines and possible vehicle impoundment.
Under the new directive, affected vehicle owners are required to replace non-compliant number plates within 24 to 48 hours, with the MVAA offering instant replacement services during the amnesty period.

Officials say faded and altered number plates have become a growing challenge for traffic management and security agencies, undermining the ability to track vehicles involved in traffic offences, hit-and-run incidents, and criminal activity.
Lagos relies heavily on automated traffic systems, CCTV networks, and inter-agency data sharing—systems that depend on clear, standardized vehicle identification.
Illegible number plates weaken these systems and complicate enforcement across LASTMA, the police, and other agencies.
The state’s move also follows sustained public complaints about inconsistent enforcement and the proliferation of unofficial number-plate alterations, particularly among commercial vehicles.

Motorists can process replacements at designated MVAA offices, including the Motor Vehicle License Office, One-Stop Centre, Oshodi (LASTMA Yard).
The MVAA urged drivers to take advantage of the discounted window, noting that the amnesty will not be extended and that post-March enforcement will be stricter.
